Judge Klaus Michael Böhm from Karlsruhe talks about „pre-emptive victim protection“ when his association BIOS helps paedophile criminals and rapists to get therapies. Just to lock them up is no solution, he says. The judicial system has to change urgently. Up to now therapies would often only be approved if an offender is sentenced the second or third time. „But a society can not afford to wait for relapses“.
